Law to make polythene use offence in offing: Govt

Srinagar, June 8: Government will soon come up with a legislation to make use of polythene in the state a cognizable offence, Legislative Council was informed today.
Minister of Law and Justice Abdul Haq today informed the Council that the Government will come up with a legislation to make use of polythene a cognizable offence.
Replying to a question of S Charanjeet Singh, the Minister said, to eradicate the menace of polythene the Forest Ministry would soon come up with a legislation to make the use of polythene a cognizable offence.
He said his ministry is assisting the Forest Ministry in the same and would soon come up with the relevant legislation.
Haq said, under ‘My Village, My World’ campaign, Rural Development Department has also launched a campaign against use of polythene, giving powers to block development officials to impose fine on people for using it.
“The object is to eradicate the menace of polythene from the territory of the State of J&K. Compliance reports, as filed from time to time, suggest a very horrible state of affairs and despite all measures taken by the State Government and despite repeated directions from this Court, violations are unabated,” high court had said in 2013.
The Court said the polythene has not disappeared from the market but it appears that the shopkeepers and the stockists are neither abiding by the law and rules nor are getting affected by the directions of this Court. The Court had directed the District Magistrates to make public through media that the polythene carry bags, if found and seized from any shopkeeper or stockists shall face the consequence and contempt proceedings shall be initiated against them for violation of court directions.
The Court had said it was a matter of concern that the owners/drivers of vehicles with impunity continue to violate the laws and in effect violate the directions of the Court.
